Profile

Mohammad Jubran has spent over two decades working across education in the UAE, moving from classroom teaching through school leadership and national inspection work with ADEK in Abu Dhabi, to his current role as Senior Specialist in Operations Planning at the UAE Ministry of Education, where he works on strategy and organisational planning across Dubai and the Northern Emirates.


He holds a PhD in Educational Neuroscience from the Emirates College for Advanced Education. His doctoral research examined teacher wellbeing and what sustains genuine professional learning in multicultural educator populations across the UAE.


His work sits at the intersection of organisational diagnosis and people development. Drawing on how the brain encodes and consolidates learning, he studies why investments in human performance fail to produce lasting change, and what organisations systematically overlook when they evaluate those investments.


At GESS Dubai 2026, Mohammad will argue that professional development in schools keeps failing not because the training is poor, but because the conditions required for behavioral change are never diagnosed before the intervention begins.
